Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

About the Unit

The Ministry of Natural Resources and Forestry (MNRF) has launched a modernization initiative to ensure we are better positioned to manage wildland fires and public safety into the future. The Natural Hazard Emergency Management Modernization project (NHEMM) goal is to create a modernized comprehensive, effective, efficient and integrated natural hazard emergency management program that will meet the demands of today and tomorrow in Ontario. With initial focus on wildland fire the project will endeavour to review and recommend modernization initiatives by aligning and leveraging efficiencies through coordinated engagement, consultation and communications.

About the Position

Working within the Natural Hazard Emergency Management Modernization project (NHEMM) team, the ideal candidates will apply and expand their leadership, facilitation, as well as planning and analytical skills by assessing and developing strategies for change, and leading internal and external engagement, and ministry-wide working groups. The ideal candidates have expertise in project and/or change management and can lead the review and analysis of policies, legislation, and programs in a fast-paced environment. The successful incumbent will also lead/support the development of strategic program improvement recommendations and support executive level decision-making to further the goals and objectives of the Ministry and the Ontario Public Service (OPS). There is also an opportunity to develop partnerships and relationships with various internal and external stakeholders and consultants as you lead and support research, client workshops, and project management. The review team will be comprised of individuals with experience in a variety of subject areas and will be working from various locations in the province. Most of the team meetings and work will be carried out virtually using collaborative online tools.

The Aviation, Forest Fire and Emergency Services Branch provides forest fire management services for the province including fire management policies and strategies, fire prevention and detection, and the basic resources for managing forest fires; aviation flight and maintenance crews and equipment in support of forest fire and natural resources management, and other specialized aviation services, including non-scheduled air transport to all government ministries and agencies; and emergency management in response to forest fires, floods, drought/low water, dam failures, erosion, soil and bedrock instability, crude oil and natural gas exploration, natural gas and hydrocarbon underground storage, and salt solution mining emergencies.

What can I expect to do in this role?

In this role, you will:
• Lead, plan and implement large and complex projects or project components for ministry-wide, and or division-wide and plan and lead multiple concurrent projects and initiatives.
• Lead the assessment, planning, design of future-state program enhancement options and support decision-making on e projects to develop best practice policy and program design solutions that will address identified issues that have business impacts.
• Support project peers on highly inter-dependant planning initiatives to develop an integrated plan for the improvement of fire and emergency management services (including elements related to public and strategic policy, public and internal engagement, service delivery model changes, organizational design etc.)
• Provide senior leadership, inter-divisional and inter-ministry coordination and professional project and change management expertise.
• Develop, and coordinate the development and implementation of ministry wide and divisional project and change management standards, templates, tools, tracking, reporting and ongoing support, advisory and leadership services.
• Support and lead the development and implementation of ministry- and Ontario Public Service (OPS)-priority strategic business processes, policies, information technology projects and project portfolio management frameworks, tools, techniques to support the goals and objectives of the ministry and the OPS.
• Develop partnerships, and manage project teams and provide guidance, and expertise on project, business improvement projects/initiatives, strategy development projects inter-divisional or inter-ministry partnership projects and or completed enhancement and improvement projects/strategies.

How do I qualify?

Project Management, Change Management and Strategic Planning

• You have experience in project and change management principles, methodologies (ex. agile), principles (ex. Lean), best practices and tools to provide project/change management leadership, support and advice across the ministry.
• You have thorough knowledge of the project management lifecycle, documentation and development, including business cases, business modelling, project charters, integrated project plan (project schedules), and close out reports.
• You can align projects and initiatives to the ministry's strategic planning and provide strategic expertise and report back on key performance measures.
• You can apply innovative ways to identify new opportunities and efficiencies.
• You can demonstrate proven knowledge and experience in program development principles and practices - capable of taking existing programs gaps, assessing options for change with a broad variety of internal and external partners, seeking approvals and creating and supporting associated implementation plans

Relationship Management and Communication Skills

• You have experience building and managing stakeholder relationships and can work cooperatively with stakeholders in joint discussions regarding high profiles issues, risks and decisions.
• You have interpersonal and negotiation skills to effectively influence, and address a diverse range of stakeholder interests, and facilitate reaching consensus or agreement on emerging issues.
• You can lead the preparation and presentation of project status reports, provide advice, exchange information, gain support and buy-in and deliver briefings.
• You can develop briefing notes, issues papers, work plans, and submissions to executive and senior management.
• You have a high degree of organizational and political acuity to ensure materials and planning issues reflect the broad and complex context of fire and emergency management in Ontario

Analytical and Conceptual Thinking Skills

• You can proactively identify and resolve complex problems as well as conceptualize and develop long range strategic directions for projects in terms of program and operational requirements.
• You can identify and evaluate areas of potential risk and develop mitigation strategies.
• You can identify, analyze and understand business needs, problems, rationale and opportunities in context of project goals, deliverables, and outcomes.
• You have demonstrated experience in presenting highly complex and potentially sensitive issues and corresponding solutions to government decision makers - with a proven track record of enabling informed decisions.

Leadership Skills

• You can provide constructive and supportive guidance and coaching to develop and enhance the project management knowledge, skills and abilities of others.
• You can provide advice and or support to project teams, and senior management in order to inform decision making and delivery of initiatives and projects.
