Job Summary:
The Capital Works Project Manager will be responsible for coordinating, reviewing and providing technical input on new capital infrastructure matters regarding the Yonge North Subway Extension (YNSE) project. The individual will closely collaborate with Metrolinx, York Region and other municipal and transit agencies, as well as other City Departments, to provide technical support ensuring that City interests are represented and that all YNSE-related transportation planning and infrastructure requirements are met. This role will involve working with other City departments to ensure that other City planning and transportation initiatives are aligned and coordinated with the Yonge North Subway Extension Project. The Senior Transportation Engineer will be part of a core team in the Development Services Commission focused on providing technical support on the YNSE project.

Key Duties and Responsibilities:

  • Maintain a thorough understanding of the YNSE project schedule, scope, and deliverables to ensure that the City's transportation interests are being met.
  • Collaborate with the Metrolinx project team and external agencies and provide technical support to the City of Markham.
  • Review and evaluate various studies, functional designs and plans prepared for the Yonge North Subway Extension project to ensure they adhere to City requirements, standards and guidelines.
  • Liaise with the public, external agencies, and the development and consulting communities on the new capital infrastructure aspects of the Yonge North Subway Extension project.
  • Liaise and coordinate with other City departments to ensure alignment between City initiatives, including planning and transportation studies, with the Yonge North Subway Extension project.
  • Provide accountable and professional technical advice and recommendations on new infrastructure to staff and Council on issues related to the Yonge North Subway Extension project.
  • Develop and maintain effective relationships with Metrolinx, York Region, contractors, consultants and other stakeholders, as well as internal stakeholders.
  • Prepare staff reports, presentations and recommendations to Council and Committees of Council on assigned matters.
  • Effectively communicate ideas, concepts and proposals in writing and verbally before senior management, Council, Committees, and in public meetings.
  • Respond to inquiries from internal and external clients, as required.
  • Work as part of a team managing, analyzing and making recommendations on complex matters within prescribed timelines.

Education and Experience:

  • Degree in Civil Engineering background, road and transportation design, construction background or related discipline from a recognized discipline
  • Minimum 7 years of experience in civil engineering discipline/construction, and project management
  • P.Eng designation to practice in the province of Ontario are considered as an asset
  • Project Management Professional (PMP) certification is considered as an asset.

Required Skills/Knowledge:

  • Superior project management skills, strong technical knowledge of municipal roads, background in geometric design and civil/road design.
  • Experience in coordinating and working within a multi-disciplinary project team.
  • Excellent communication and interpersonal skills.
  • Excellent teamwork, customer service and negotiation skills.
  • Strong organizational, project management and leadership skills.
  • Ability to analyze complex transportation issues and develop practical solutions.
  • Ability to work independently and efficiently in a fast-paced work environment and meet deadlines under pressure.
  • Proficiency with video conferencing software, including Zoom and Microsoft Teams an asset.
  • Possess strong knowledge of Highway Capacity Manual, Highway Traffic Act, Ontario Traffic Manual, geometric design guidelines, Accessibility for Ontarian with Disability Act, and other relevant guidelines.
  • Must possess a valid Ontario Class "G" Driver's License.
