The Contracts Manager, Operations is responsible for elevating Oakridge Park's customer experience by showcasing essential customer facing services, and by maintaining the highest building standards in a safe, code compliant and environmentally responsible manner. In addition, the Operations Supervisor provides leadership and support for the campus wide Dockmaster Program and by overseeing all its respective systems. Reporting to the General Manager, Operations & Technical Services, this position provides all administrative, 3rd party contractual oversight, and technical support for its departmental goals.

Responsibilities

  • Supervise Dock Master Operators for Campus wide loading and servicing, ensuring adherence to company policies and procedures, quality control, professional appearance, training, and overall performance.
    • Lead regular team meetings to promote engagement and to accomplish goals.
    • Develop team Performance Objectives, track, and manage Departmental KPIs.
    • Train and rotate employees in different areas to maintain a flexible workforce.
    • Handle on-the-job problems, concerns, and complaints in a timely and professional manner.
  • Coordinate and manage third party contracts and contractors to ensure specifications, standards, safety practices, and KPIs are adhered to.
    • Contract Management and oversight will include high value contracts, but not limited to: Janitorial Contract, Landscaping (Interior/Exterior/Public and Private Realm), Dockmaster Program, Campus Wide Waste Management, Skylight & Glazing Cleaning/Maintenance, Compactor & Composter Management, Clinical Waste Contracts, Property Signalization Systems.
    • Document ongoing Contract inspections and provide action planning for deficiencies.
    • Manage 3rd Party Contracts through Performance Objectives and KPIs.
  • Ensure the property and buildings are maintained in a first-class manner, including first impressions of curb appeal, aesthetics, safety hazards, the welfare of the property.
    • Property and buildings include three (3) levels of underground parking, over 800,000 square feet of retail GLA, nine (9) acre rooftop park, and approximately 200,000 square feet of office GLA.
  • Oversee daily loading and dock reservations, respond to tenant service enquiries, ensure the team provides a high standard of customer service.
    • Conduct periodic follow up calls and meetings with tenants and stakeholders to solicit feedback on team performance.
    • Create action plans to improve processes, results, and user satisfaction.
  • Oversee campus wide Waste Management Program and manage Oakridge's Sustainability Objectives, and Waste Diversion Targets.
    • Collaborate with internal stakeholders including QR's Operational Excellence to ensure sustainability initiatives are consistent with corporate objectives.
    • Lead Tenant Training Programs and Tenant Information Sessions for improving Waste Diversion success.
    • Oversee environmental assessments and ensure reporting requirements are fully met along with targeted corrective actions.
  • Collaborate with Nation Procurement to ensure property contract standards and tendering activities are inline with corporate objectives.
    • Collaborate with other Department Supervisors, provide support, and oversee Departmental Tendering activities to ensure consistency on a property basis.
  • Manage contract expenses and budgets, issue Purchase Orders, and assist with Annual Budgeting process for departmental activities.
  • Oversee and manage CapEx Projects and Major Repairs.
  • Collaborate with other supervisors to provide a safe working environment for all employees and participate in corporate occupational health and safety program.
  • Conduct insurance and risk management inspections, remedial actions, and reports.
  • Document and record daily/weekly logs, incident reports, and life cycle forecasting reports of building equipment.
  • Liaise with regulatory or civic authorities as required.
  • Provide emergency response coverage as required.
  • Other related duties as required.

Experience and Qualifications:

  • 5+ years' experience in a commercial, retail, or hospitality setting with direct supervisory experience.
  • Comprehensive understanding of building operations and contract management.
  • Post-secondary and/or related courses in Contract and Performance Management preferred, FMA, RPA or BOMI an asset.
  • WHIMIS and First Aid training.
  • Understanding of financial reports, budget planning and forecasting, procurement
  • Intermediate skills in Microsoft Office (Excel, Word, and Outlook)
    • Ability to read construction drawings with general knowledge of building envelope/construction.
  • Strong organizational, planning and time management skills.
    • Excellent analytical and creative problem-solving skills with the ability to solve problems and achieve goals using facts and sound reasoning.
  • Strong oral and written communication skills
  • Self-motivated team player who is committed to personal growth and ethical integrity.
    • Ability to allocate and prioritize time effectively and manage multiple demands with tight deadlines. Work under pressure and achieve quality results.
    • Work environment requires moderate physical effort with the ability to operate in high levels of stress during emergency situations. Work may require repairs or maintenance in inclement or uncomfortable weather-related conditions.

The expected annualized base salary range for this role is $84,000 to $115,000.

The actual salary offered will take into consideration a wide array of factors including, but not limited to, the individual's skill, experience, education and training, the market compensation of the role, and the consideration to internal equity.
