Salary The salary range for this position is CAD $35.96 - $37.75 / hour Detailed Overview The Financial Administrator provides financial support in the administration and control of long-term care/assisted living facility, Acquired Brain Injury (ABI) bed based contracts and Home Health contracts including the processing of resident/tenant/client rates, staffing, occupancy and direct care hours to ensure compliance with Ministry of Health (MOH) and contract guidelines. Participates in the annual income assessment and rate setting (IARS) process and addresses rate concerns. Liaises with a variety of internal and external stakeholders, including finance leaders within contracted and Fraser Health owned and operated sites; Home Support Team; Finance Treasury, HSP Contracts; identifies and investigates discrepancies, and research, gathers and compiles financial information for reports. Receives, processes, and responds to requests for the release of resident/tenant information and performs record management duties. Responsibilities Conducts reviews and analyses of financials relating to the processing of resident/tenant/client rates. Liaises with health service providers to collect and verify accurate rate data. Identifies inconsistencies and liaises with health service providers and/or residents/tenants/clients/families to discuss and resolve same. Gathers and documents information from existing health information systems for all new clients; identifies additional avenues for gathering information such as First Nations, Department of Veterans Affairs and collects relevant and/or missing data as required; reviews files to obtain historical information. Works with the resident/tenant/client to complete the financial assessments and temporary rate reduction requests; works with resident/tenant/client to document other personal information to assist in the completion of the Ministry of Health Home and Community Care consents. Conducts reviews and analyses of staffing, occupancy and direct care hours for high-risk service and contracted care communities to ensure compliance with the care delivery model and contracts. Collects and reviews contracted staff rotations to ensure compliance with MOH and contract guidelines. Prepares reports and advises the Manager of discrepancies. Investigates problems related to resident/tenant/client rate setting processes, contacts Public Guardian & Trustee or Bloom Group to provide and/or obtain information. Identifies and resolves discrepancies and refers issues to the Lead, Financial Administrator or Manager. Participates in the annual income assessment and rate setting (IARS) process including pro-actively phoning residents/tenants/clients, answering calls and addressing rate concerns raised by residents/tenants/clients and families/representatives. This includes follow up on time-sensitive issues that may impact the residents/tenants/clients ability to pay their rates, such as temporary rate reductions, manual calculations, application of benefits. Prepares and modifies Facility Activity Reports, User Fee Subsidy Forms, Temporary Bed Invoices, Convalescent Invoices, Reconciliations, Vacancy Loss Reports, Supportive Funding requests, funding approval, invoicing and payment tracking including HCAP invoices in accordance with established policies and procedures by utilizing word processing and spreadsheet software ensuring accuracy and completeness of documentation. Reviews financial rate and contract documentation as required. Assists and collaborates with managers/senior level leadership (within both contracted and Fraser Health owned and operated sites) responsible for contracts and budgets by performing duties such as providing information related to legal and policy requirements of budgets and contracts, and providing guidance, advice, and recommendations related to contract terms and conditions. Gathers and compiles contract and/or financial data as directed and research, organizes and summarizes information. Prepares a variety of reports including statistics and trend or variance analysis. Develops and maintains data tracking mechanisms in databases and record keeping systems to assist with the financial/performance management of health service providers, utilizing database and spreadsheet software such as Access and Excel. Receives, processes, and responds to requests from a variety of sources for the release of resident/tenant information ensuring compliance with established protocols. Retrieves health records, scans health records and severs for third party information, prepares copies and covering letters, logs and tracks released information, and answers general enquiries related to resident's/tenant’s/client’s review/release of personal information. Liaises with a variety of internal and external stakeholders, including Public Guardian & Trustee, Bloom Group, Ombudsperson, Service Canada, Canada Revenue Agency, Ministry of Social Development and Poverty Reduction, Ministry of Health, residents/tenants/clients, families/representatives, staff, public and outside agencies to verify/exchange information and resolve issues. Assists residents/tenants/clients and/or families/representatives to complete their financial assessment, including ability to communicate potential rate implications due to income splitting, withdrawing investments etc. and advises on their potential eligibility for government income benefits. Requests necessary documentation to complete temporary rate reduction requests, and processes and notifies relevant stakeholders of rate changes. Performs record management duties such as setting up and maintaining manual and electronic filing systems, documents communications and case notes in the electronic resident record in accordance with documentation standards. Gathers and documents information from existing health information systems and collects relevant and/or missing data as required; reviews files to obtain historical information. Maintains records by ensuring that resident/tenant/client files, application forms and financial documents are kept up to date; creates and maintains spreadsheet of resident/tenant/client information. Adhere to the Freedom of Information and Protection of Privacy Act and ability to review with resident/tenant/client where required. Provides input and feedback regarding procedures and systems; assesses data, evaluates and provides recommendations for improvements. Performs other related duties as assigned. Qualifications Education, Training, and Experience Diploma in Financial Management supplemented by training in release of information and three (3) years’ recent, related experience or an equivalent combination of education, training, and experience. Skills and Abilities Knowledge of principles and practices related to financial and budget management including ability to perform mathematical and financial calculations. Ability to communicate effectively, both verbally and in writing. Effective interpersonal skills and ability to resolve issues and conflict diplomatically. Ability to collaborate effectively with clients/residents, families/representatives and relevant stakeholders including senior leadership within contracted and owned sites. Ability to plan, organize and prioritize work. Ability to problem-solve, make decisions, and exercise sound judgment. Ability to take initiative. Ability to observe and recognize changes in family unit size or marital status. Comprehensive knowledge of relevant acts, regulations, income tax benefits/implications, programs, policies and procedures. Ability to understand policy and controls around the release of resident/tenant information. Ability to operate related equipment including the use of applicable software applications at an intermediate level. Business writing skills. Ability to type. Physical ability to carry out the duties of the position.
