Technical Project Manager
The Technical Project Manager leads and coordinates the planning, execution, and delivery of complex technology projects across a range of IT platforms and systems. This role is responsible for establishing and managing the overall project roadmap, ensuring alignment between business requirements and technical solutions, and driving delivery of scalable, high-quality outcomes.
Working closely with technical leads, business stakeholders, and cross-functional teams, the Project Manager oversees all aspects of project execution, including development of project charters, detailed plans, schedules, budgets, risks, and status reporting. The role ensures that deliverables are completed on time and within budget while maintaining strong governance, documentation, and performance tracking practices.
The Project Manager facilitates collaboration across technical domains such as application development, infrastructure, integration, security, and data services, ensuring appropriate engagement, dependencies management, and approvals throughout the project lifecycle. This includes coordinating technical resources, managing competing priorities, and addressing risks or issues that may impact delivery.
In addition, the role is responsible for monitoring project metrics and performance indicators, supporting the management of project funding, and driving continuous improvement in project delivery practices. The Project Manager provides leadership, guidance, and support to project team members, fostering a collaborative and accountable environment focused on successful delivery of technology initiatives.
What you’ll do
- Establishes detailed project charter, plans and objectives to outline timelines and project deliverables. Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed and ensures readiness for project implementation.
- Tracks project progress according to project plan and identified metrics. Monitors and reports on the status of projects and major barriers encountered. Makes decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
- Develops and monitors project budgets within the context of operational demands and environmental and resource constraints and uses best practice methods to thoroughly monitor and adhere to allocated budgets. Responsibilities include reporting variance, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures and preparing summaries and is accountable for its own operating budget.
- Provides supervisory guidance and direction to staff. Maintains full accountabilities for all personnel including hiring, termination, and handling discipline problems.
What you bring
Qualifications
A level of education, training, and experience equivalent to a degree in Information Technology, Computer Science, Information Systems, Business Administration, or a related discipline, combined with a minimum of seven (7) years of recent, related experience in managing technology-focused projects, including planning and delivering IT platforms or systems, and facilitating and managing consultation processes with a wide range of technical and business stakeholders. Project Management Professional (PMP) designation considered an asset.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within the program contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.
Core Competencies
- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
- Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge

Experience or working knowledge of quality improvement methodology, change management, and technology delivery frameworks is key to the success of this role.

Excellent communication skills to function within a complex interdisciplinary environment, including the ability to communicate effectively with both technical and non-technical stakeholders.

Advanced computer literacy with word-processing, spreadsheet, presentation, project management, and database applications, as well as familiarity with enterprise systems and digital platforms.

Demonstrates a commitment to beginning and/or continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers.

Job Type: Temporary Casual
Salary Range: $51/hour - $61/hour - as a casual employee, total earnings include an additional 13% in lieu of benefits and paid vacation. The rate for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan
Location: Remote
Hours of Work: 37.5 hours per week
