Location: Canada (Remote, EST) Duration: 8-10 months Security Clearance: Reliability status Language: Bilingual essential (English and French)
Responsibilities Modernize front-end and back-end components of a bilingual web platform using current technologies. Develop and deliver full-stack web applications with independently deployable components and RESTful API integrations. Create technical implementation plans with phases, schedules, milestones, resource assignments, and risk management strategies. Prepare deployment packages that include software, configuration files, documentation, and automated launch scripts. Conduct performance, reliability, and security testing, document results, and resolve identified issues. Produce technical documentation for architecture, code, APIs, deployment, troubleshooting, and maintenance. Collaborate with UX and design teams to improve navigation, information architecture, visual design, and overall usability. Support backlog prioritization, requirements definition, staging deployments, and iterative change sprints. Implement accessibility and bilingual requirements across the application and supporting materials. Deliver knowledge transfer through training, workshops, manuals, FAQs, tutorials, and handover materials. Participate in meetings, maintain records of action items and changes, and manage version-controlled work in progress and deliverables. Provide regular written status updates and report special circumstances affecting service delivery.
Qualifications 5+ years of experience in the design, development, and delivery of full-stack web applications. Experience with front-end and back-end development using independently deployable components and RESTful APIs. Experience with modern web technologies, including Vue.js, PHP, JavaScript, and SQL. Experience delivering code that meets industry standards for quality, security, and maintainability, and aligns with acceptance criteria. Experience applying WCAG 2.1 AA accessibility standards and developing bilingual English and French web applications or interfaces on 2+ projects. Experience working in secure environments and complying with recognized security and privacy standards. Experience collaborating in agile, multidisciplinary teams. Experience engaging stakeholders, including clients, users, business owners, and technical teams. Experience implementing UX designs into fully functional web solutions. Experience producing clear, reusable UX, design, and technical documentation that supports implementation and long-term maintenance. Experience developing front-end applications using modern frameworks and integrating them with PHP-based back-end systems and relational databases. Experience optimizing web application performance and scalability in production environments. Experience delivering mobile-first, responsive web designs across devices and screen sizes. Post-secondary education in computer science, engineering, software engineering, or a related field. Bilingual in English and French, both written and oral.
