Tri-global Solutions Group Inc. is seeking two (2) Senior Business Systems Analyst/Application Planning Lead (Clinical Information Systems) to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.
WORK MODEL: The successful contractor(s) will work remotely, but should be able to travel to the province of New Brunswick at least once a quarter throughout the project duration (unlikely for out-of-province contractors). All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

PROJECT OVERVIEW
New Brunswick is moving from multiple standalone clinical systems to a single provincial Clinical Information Solution (CIS). To support this change, the Application Planning stream is focused on reviewing the current state, identifying gaps, and creating remediation plans that ensure all ‘downstream’ and ancillary applications are at a readiness state for the provincial CIS.
This work includes leading a team of Technical Professionals to assess existing applications and middleware outside of the core CIS solutions to determine functionality and present recommendations to Program Governance on a roadmap for each application that may include replacement/retirement, application rationalization and consolidation, as well as change plans to ensure critical solutions are at a readiness state and compatible with the new CIS. Some work may be completed directly within the project, while other elements will require collaboration with various operational groups and business stakeholders across the New Brunswick Health sector.
DESCRIPTION OF SERVICES
Service New Brunswick (SNB) requires an Application Planning Lead responsible for driving the assessment, rationalization, and readiness of the provincial healthcare application landscape to ensure a successful deployment of the Clinical Information System (CIS) across New Brunswick.
The Application Planning Lead will work closely with SNB Application, Integration, and Infrastructure Teams, as well as clinical leaders, and operational groups across the CIS Program, Horizon and Vitalité.
Key responsibilities include:
- Application Landscape Assessment & Current State Documentation
- Lead the development and maintenance of a comprehensive inventory of current-state applications, including functionality, dependencies, ownership, and lifecycle status.
- Document application architectures, workflows, and integrations to support downstream planning and decision-making.
- Ensure accurate categorization and validation of application inventory aligned with governance expectations and clinical domains
- Functional & Technical Gap Analysis
- Assess existing applications against CIS capabilities to identify functional, technical, and workflow gaps.
- Evaluate impacts of CIS implementation on downstream systems, including duplication of functionality and alignment with clinical processes.
- Lead high-level assessments (HLAs) and decision-support analysis to inform application disposition and investment strategies.
- Application Disposition & Roadmap Development
- Define and maintain application disposition strategies (retain, replace, integrate, consolidate, or decommission) aligned with CIS Program direction.
- Develop application roadmaps, including sequencing, dependencies, and alignment with CIS go-live.
- Support governance processes to ensure disposition decisions are evidence-based and formally approved.
- Application Readiness Planning
- Define and execute application readiness strategies for CIS-impacted systems, including:
o Upgrades and version alignment
o Technical debt remediation
o Integration/interface changes
o Configuration and refactoring approaches
- Clinical Alignment & Workflow Integration
- Work closely with clinical stakeholders to ensure application decisions support standardized clinical workflows and patient care delivery.
- Translate clinical requirements into feasible application and technical solution approaches.
- Ensure alignment between application capabilities, CIS functionality, and organizational policies.
- Stakeholder Engagement & Facilitation
- Facilitate collaboration across clinical, operational, technical, and vendor stakeholders to align priorities and resolve issues.
- Act as a key liaison between CIS delivery teams, application owners, and operational support teams across RHAs and SNB.
- Lead workshops, working sessions, and governance forums related to application planning and decision-making.
- Governance, Decision Management & Risk Oversight
- Support governance processes by preparing decision records (DRs), recommendations, and supporting analysis.
- Identify and manage risks and issues related to application readiness, integration, and deployment timelines.
- Ensure application decisions align with CIS priorities, enterprise standards, and risk-based prioritization principles.
- Delivery Planning, Reporting & Execution Oversight
- Develop and maintain detailed application plans, including resource requirements, timelines, and deliverables.
- Provide regular status updates, dashboards, and reporting to program leadership and governance bodies.
- Support execution of application-related work across project and operational teams, ensuring milestones and critical timelines are met
The chosen individual’s work will be comprised of a mixture of steady state and project-based efforts.
Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.

DELIVERABLES
The successful candidate(s) must deliver the following to successfully complete the engagement:
- Comprehensive Application Inventory – validated and maintained view of all in-scope applications, including ownership, functionality, and dependencies.
- Application Roadmap & Disposition Plan – clear future-state direction (keep/change/retire/consolidate) aligned to CIS implementation and governance approvals.
- Gap & Impact Assessments – documented analysis of functional, technical, and workflow gaps, including risks, effort, and mitigation approaches.
- Application Readiness Plans – detailed plans covering upgrades, technical debt remediation, integration changes, and configuration activities required for CIS readiness.
- Decision Support Artifacts – structured recommendations, decision records, and supporting analysis to enable governance decisions.
- Status Reporting & Dashboards – regular reporting on progress, risks, and dependencies across the application planning stream.
MANDATORY REQUIREMENTS
– A Bachelor’s level University degree in Computer Science, Business Administration, Health Informatics, or a similar discipline. An equivalent combination of education and experience may be considered. (Yes or No)
– 8+ years of Hospital based Clinical Application experience supporting large-scale healthcare CIS transformation projects such as CIS replacements, upgrades, and consolidations in Lead or Senior Project role. Experience MUST be with Clinical Applications used in Hospital settings. (8 years+)
– Proven ability to assess and document the current clinical application landscape, perform gap and impact analysis, including consolidating/maintaining application information and producing current-state documentation used for planning decisions. (4 years+)
– Experience leading project teams or workstreams, with accountability for timelines, deliverables, staffing, risk management, and status reporting. (4 years+)
– Strong stakeholder engagement and facilitation skills, with demonstrated experience working directly with clinicians and coordinating across clinical, technical and operational teams. (4 years+)

SCORED REQUIREMENTS
– Demonstrated experience working directly with clinicians, clinical informatics teams, and operational staff to understand workflows and functionality of Ancillary Applications used in Hospital Settings. (7 years+)
– Experience with large-scale Canadian CIS/EHR implementations or healthcare system transformation projects that included consolidation of multiple CIS solution into one. Please note in this context a CIS/EHR is the primary clinical application used in Hospital settings. (7 years+)
– Demonstrated ability to manage cross-stream dependencies and coordinate across multiple technical, clinical, and operational teams (e.g., applications, integration, data, environments, vendors, clinical workstreams). (5 years+)
– Experience facilitating workshops, translating clinical requirements, and supporting technical and adoption readiness. (5 years+)
– Experience working with Clinical Applications used across the Regional Health Authorities in New Brunswick. Please state specific examples. (1 years+)
– Demonstrated experience using project management tools (e.g., Jira, MS Project, or equivalent) to support planning, scheduling, issue tracking, and reporting within project delivery environments. (3 years+)
– Verbal and written communication, facilitation, and presentation skills in both French and English is strongly preferred. (Yes or No)
