Black Affirming Service Provision – Program Manager

1 Year Temporary Contract, Full Time Starting September 2026

The Job Reporting to the Director of Services, the incumbent is responsible for providing leadership and guidance to the service of Black/African descent children, youth and families in accordance with applicable Ministry Regulations, Standards and Directives, relevant legislation, the Ontario Association of Children’s Aid Societies One Vision, One Voice 11 Race Equity Practices and the agency’s service principles. 

 To inform and implement the organization’s Mission, Strategic and Operational plans in accordance with the organization’s approach to working with communities of Black/African descent; the organization’s anti-racist, anti-oppressive intersectional framework through a trauma-informed, healing-centered, culturally responsive approach, organizational values, policies and procedures. This position will be responsible for service-related consultation along with community outreach, engagement and development.

Qualifications  

  • Bachelor or Masters of Social Work Degree or Registration as a Social Worker with the College of Social Workers & Social Service Workers or equivalent combination of education and experience.

  • Minimum of 3 years’ experience working with Black/African descent families/communities and the child welfare and/or Child & Youth Mental Health system.

  • Lived experience of the issues facing people of Black/African descent in Canada and who self-identifies as a member of the Black/African community.

  • Leadership experience, particularly in the provision and/or development of services to children, youth and families of Black/African descent.

  • Management experience a highly desired asset.

  • Demonstrated understanding of anti-Black racism from an intersectional approach that is anti-oppressive and accounts for the legacy and current practices of child welfare in a manner that is trauma-informed, healing-centered and culturally safe for Black/African families & caregivers. 

  • A sound knowledge of colonialization and the impact of Child Welfare on Black/African descent families along with the challenges faced by equity-seeking groups.

  • Working understanding of Black/African supports, services and community organizations available to children, youth and families.

  • A thorough knowledge of equity-based, clinical skill requirements, case management and therapeutic interventions as well as applicable Ministry Standards and Legislation.

  • A sound understanding of sector commitments/initiatives towards the engagement of Black communities in all their intersecting identities (e.g. The Ontario Association of Children’s Aid Societies One Vision, One Voice & 11 Race Equity Practices).

  • A thorough knowledge of child welfare case management, Ministry Standards and the CYFSA.

  • An understanding of adult learning, coaching and mentorship principles.

  • Demonstrated understanding and aptitude for project management and change management.

  • A valid driver’s license and use of a vehicle with appropriate insurance to transport clients are required.

Compensation The salary range is $87,997 to $120,073 commensurate with experience, with a generous benefits package, vacation and leave provisions.
