Identify and manage dependencies between the modernization program and other active initiatives, including sequencing new work or changes that may affect delivery. Maintain program governance, including change control for existing platforms and legacy systems during the planning phase. Coordinate and escalate material changes for senior leadership approval where required. Support leadership in managing stakeholder expectations for planning-phase deliverables. Facilitate engagement with business areas, governance and audit stakeholders, external partners, and vendors. Support the transition from planning into full program execution following approval, including mentoring junior project management staff and strengthening program governance practices. Future-phase activities and deliverables will be scoped and defined following completion of the initial planning phase.

Required Skills and Experience 10 years of senior program experience executing large enterprise programs or technology consulting, with at least 5 of those years engaged with public sector or regulated industry clients. Demonstrated experience leading technology platform migrations or legacy system retirements, including migration sequencing and operating model transition. Experience with COTS platform integration and scoping competitive vendor processes, including business and functional requirements development for RFPs. Project Management Professional (PMP) is a requirement. PROSCI certification is a requirement.

Desired Skills and Experience Leadership — influencing without direct authority across complex multi-branch or multi-stakeholder environments. Effective communications at all levels, including ELT and Board-level reporting and business case presentation. Experience with managed service provider governance and large-scale IT modernization programs. Demonstrated ability to deliver quality products under pressure, especially in environments with high complexity, ambiguity, and competing organizational demands.
