ABOUT THE ROLE

This position is responsible for the planning and managing of all aspects of the assigned capital and special projects including leading project teams of stakeholders including consultants, technical and support staff, managing processes including resource management, project scoping, budgeting, communication, quality assurance and control, scheduling, design, tendering, construction, close-out and transition to operation to achieve project objectives.

WHAT YOU'LL BE DOING

  • Provides leadership for the successful delivery of assigned capital projects and special projects, manages and leads project teams throughout all phases of the project.
  • Responsible for all aspects of project management of projects including setting goals, procedures, detailed project reports, budget and milestones.
  • Represents the Department on negotiations with consultants, contractors, external agencies/groups, local municipalities, etc., as required/assigned.
  • Manages, coordinates, tracks and reports on financial agreements related to project and responsibilities of the project.
  • Manages and coordinates consultants, internal processes and construction contracts and ensures conformance to design specifications and legislated requirements.
  • Leads all aspects of the tender process, and provides leadership and guidance in monitoring construction to ensure compliance with the construction documents, building code and fire regulations, and managing the turnover to the Operations Business Unit.
  • Ensures compliance to design guidelines for Regional project infrastructure projects and assists with the maintenance of the design standards and specifications, recommending improvements where appropriate.
  • Responsible for obtaining all necessary approvals from local, provincial, and federal agencies, as well as conservation authorities, in a timely manner and prepares reports for the Committee and Council, in accordance with the Region's requirements.
  • Works proactively to understand issues and trends, identifying solutions that support business objectives and provides advice and counsel to help business leaders make informed and effective decisions.
  • Implements quality assurance methodologies to ensure project outcome meets Regional standards, and client requirements, ensures that project delivery methodologies meet Regional service requirements.
  • Develops relevant performance metrics to identify and report on project progress and milestone accomplishments.

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Engineering or Architecture or related discipline, or approved equivalent combination of education and experience.
  • Minimum seven (7) years' experience demonstrating significant success in managing the construction of large complex buildings, including significant direct managerial or leadership experience that includes program, financial, budget administration and human resource management.
  • Must have a Project Management Professional (PMP) certification.
  • Valid Ontario Class "G" driver's license and reliable vehicle for use on corporate business.
  • Demonstrated knowledge of building design, construction and maintenance methods and practices.
  • Demonstrated knowledge of applicable legislation, municipal and Regional government organization and structure, industry standards, issues and communities served.
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize both quality and cost-effectiveness of services.
  • Demonstrated ability in the Region’s leadership and corporate core competencies for this level.
  • Informed and active leadership to confront bias and systemic barriers and comply with or build inclusive practices in business processes, recruitment practices, team management, etc. to ensure inclusive and equitable workplace.
  • Excellent communication and interpersonal skills and ability to deal effectively with individuals, groups and external agencies.
