PURPOSE OF POSITION

Due to a vacancy, the Municipality of Grey Highlands is pleased to invite applications for the position of Waste & Diversion Team Leader. Reporting to the Director of Environmental Services, performs general administrative, operational and maintenance duties at municipal waste/recycling transfer and disposal sites to ensure that the facilities operate in compliance with Ministry of the Environment Conservation and Park (MECP) and Municipal policies and guidelines while overseeing the curbside collection of waste and assisting with contract management.

MAJOR RESPONSIBILITIES

Oversees site operations and personnel. This includes, but is not limited to:

Provides overall general supervision of the Waste and Diversion Department and staff.

Determines and directs work to be completed within departmental priorities, resources, and schedules.

Monitors progress of jobs to ensure they are performed with the right materials, vehicles, and equipment and in a safe, proper manner.

Provides direction, guidance and operational know-how to staff members and external contractors.

Manages employees (training, time sheets, performance management).

Trains Operators and Attendants as needed in operation of equipment, procedures, safety.

Monitors and replenishes inventories of materials, parts and tools.

Composes written reports to Director for review as required.

Directs and assists the public as they enter the waste disposal site to ensure incoming waste, including blue box and diversion materials are placed in the appropriate areas; rejecting unacceptable items as prescribed by the Waste Collection and Mandatory Recycling and Diversion By-Law; documenting quantity and type in the applicable record.

Performs general operational and administrative duties (opens and closes, operates weight scale, checks permits and stickers, keeps all records and daily logs).

Issues, collects, and records financial transactions (bills, invoices, payments, receipts, reconciliation).

Takes reasonable precautions and actions to mitigate risks to users and ensure a safe environment for staff and the public.

Assists with coordination of pick ups of diverted materials.

Makes recommendations to the Director on divisional activities.

Supports the effective administration and oversight of municipal waste collection contracts, ensuring service standards and contractual obligations are met.

Responds to residents that have collection issues and are not able to get satisfactory result from the contractor.

Provides oversight and coordination of Front-End Bin (FEB) collection services, responding to community concerns and promoting efficient, reliable waste management operations.

Responsible for asset management as it relates to the department by providing updated information and documentation on new, disposed, and updated conditions of assets to Director.

Promotes best practices for asset management planning and meeting or exceeding provincial regulations.

Manages and monitors the progress of asset management practices at the Municipality with the support of all departments.

Follows asset management practices as outlined in the Municipality’s Strategic Asset Management Policy.

Performs other duties as assigned in accordance with corporate objectives. Capital and operational budget.

Equipment and technical operations of the facility. This includes, but is not limited to:

Operates landfill equipment, including but not limited to pay loaders, compactors, Backhoes, dump trucks, grinders and bin movements.

Places waste to established grades.

Compacts and/or covers waste daily to (MECP) requirements.

Performs routine daily inspection and maintenance of landfill equipment and accurately complete appropriate documentation of equipment, conditions, fuel and fluid.

Safely operates landfill equipment.

Reports operating irregularities of landfill equipment.

Maintains site roadways to permit access and egress.

Reports and repairs vandalism, mechanical difficulties or damage to equipment and facilities.

Ensures all equipment, first aid kits, eye wash stations, and spill kits are kept orderly and maintained in good working order and adequate supply.

Maintains inventory of all equipment, materials, signs and supplies. Coordinate replacement as required.

Inspects landfill sites for leachate seeps and potential off-site contamination.

Develops and maintains good working relationships with Council, staff and the public which includes:

Complying with all office procedures.

Attending meetings and training when required.

Participating in resolution of delivery service issues.

Communicating ideas, suggestions, and procedural changes which may assist the organization.

Assisting where and when needed during staff shortages and/or emergency situations.

Responding and/or redirecting public inquiries and/or complaint to Director.

Responsible, as a supervisor, for health & safety under the Occupational Health & Safety Act (OHSA). This includes, but is not limited to:

Ensuring employees are properly trained in health & safety responsibilities, use of equipment, and are aware of potential dangers on the job and how to deal with them.

Providing safe and proper equipment, standard operating procedures, supervision and communication (including written instruction), current SDS sheets, etc.

Cooperating with the JHSC to provide a safe and healthy work environment and take every precaution reasonable in the circumstances.

Ensuring employees are working safely within the law and using safe work practices and procedures (wearing personal protective equipment (PPE), ensuring all guards are in place, understanding and following standard operating procedures), and evaluating performance.

Developing and maintaining an understanding of the OHSA, health & safety policies, and identifying and reporting concerns to Department.

Investigating and reporting accidents and injuries.

KNOWLEDGE AND SKILLS

Education and Experience:

OSSD (Grade 12) or equivalent.

A minimum of three (3) years’ experience in a customer service role, preferably within an environment setting.

Minimum of two (2) years’ experience in the operation and maintenance of heavy equipment and machinery, preferably within a municipal setting.

Valid DZ Driver’s License.

Common Core for Municipal Pit/Quarry Workers and Surface Miners.

Manager of Landfill Operations Course, (SWANA).

Minimum of three (3) years supervisory experience.

Work Requires:

A working understanding of all applicable legislation, by-laws, and policies related to solid waste operations and hazardous waste disposal.

Ability to interpret, apply and explain solid waste and recycling laws and codes to the public.

Ability to establish effective working relationships and use good judgement and initiative when dealing with coworkers, supervisors and the public.

Ability to provide timely and courteous customer service.

Good judgment and initiative and the ability to follow directions.

Must be able to work independently and as a member of a team.

Basic computer literacy and Microsoft Office skills.

WORKING CONDITIONS

Work occurs in landfill facility with a high degree of public contact. There is a substantial amount of heavy lifting and carrying in all weather conditions. A high degree of mental alertness is required to ensure the safety of self and others as working near heavy equipment, vehicles, tools and hazardous chemicals is required. There is a high risk of exposure to various risks such as dust, chemicals, smells, broken glass, and sharp objects, as well as the potential for slips when moving items. This schedule is 40 hours per week and will include weekend and weekday shifts.
