Shape the Future of Workforce Development IntelliStaff is seeking an experienced Senior Organizational Development Consultant to lead the design and implementation of a long-term workforce development strategy that supports the growth of internal employees into technical, professional, and leadership positions across the organization.

This is a unique opportunity for a strategic consultant who enjoys building programs from the ground up. Rather than supporting day-to-day HR operations, you will partner with executive leadership and key stakeholders to create sustainable career development pathways, competency frameworks, and learning initiatives that will have a lasting impact across the organization.

This contract is well suited to an accomplished consultant or executive seeking meaningful project work with flexibility and significant influence.

About the Role

Working closely with senior leadership, operational departments, and community stakeholders, you will design and implement a comprehensive organizational development program that strengthens workforce capability while supporting long-term succession planning and employee growth.

The successful consultant will take ownership of the strategy from concept through implementation, ensuring practical, measurable outcomes that align with organizational priorities.

Key Responsibilities

Lead the development of a comprehensive organizational and workforce development strategy. Engage with executive leadership, operational teams, and community stakeholders to understand workforce needs. Develop competency frameworks for technical, operational, and professional roles. Design structured career pathways and employee development plans. Identify current and future capability gaps across the organization. Create learning and development programs that support employee growth and succession planning. Develop implementation plans, performance measures, and reporting frameworks. Coordinate and support the rollout of learning initiatives and organizational development activities. Measure program effectiveness and recommend continuous improvements. Facilitate workshops, stakeholder engagement sessions, and strategic planning discussions.

Qualifications

The ideal candidate will bring significant experience in one or more of the following areas: Organizational Development Learning & Development Workforce Planning Talent Development Leadership Development Organizational Effectiveness Competency Framework Design Change Management Adult Learning Strategic Human Resources

Experience designing enterprise-wide development programs and working with senior leadership teams is essential.

Preferred Experience

Preference will be given to candidates with experience in one or more of the following: Indigenous workforce development initiatives Public sector or Crown corporation environments Northern or remote communities Diversity, equity, and inclusion strategies Technical workforce development, including trades, infrastructure, maintenance, engineering, or project delivery
