The Durham Catholic District School Board invites applications from qualified candidates interested in the following position:

POSITION: Payroll Assistant (Full-Time, Temporary)

LOCATION: Catholic Education Centre, Business Services Department, 652 Rossland Road West, Oshawa ON, L1J 8M7

HOURS OF WORK: 8:15 a.m. – 4:30 p.m. (Monday to Friday)

SALARY: CUPE SCT Band 8 ($33.64 - $36.46 per hour)

START DATE: To be determined

TERM: Six (6) month term - potential for extension (subject to budget approval)

POSITION SUMMARY

The Payroll Assistant is responsible for the timely, accurate input and processing for the Board’s in-house payroll and will maintain and provide pension-related, legislatively required information and reports. This position reports to the Supervisor, Payroll Services.

DUTIES AND RESPONSIBILITIES

  • Prepares, calculates, and verifies all data necessary for processing payroll for all employee groups to ensure payroll accuracy.

  • Works collaboratively with various departmental personnel ensuring required payroll information is received and processed according to appropriate Collective Agreements and Terms and Conditions.

  • Ensures employees provide current banking and tax deduction information for payroll purposes.

  • Provides excellent customer service when dealing directly with employee inquiries regarding pay, Collective Agreements, current legislation, deductions, and taxes.

  • Prepares cheque requisitions regarding payroll deductions and replacement cheques as required e.g., federation fees, union dues, garnishees, charities, etc.

  • Responsible for ensuring current knowledge of government legislation, pension guidelines, Board Policy and Collective Agreements affecting payroll, pensions, and employment insurance benefits (Service Canada).

  • Prepares invoices re: union leaves, secondments, in-services, etc.

  • Prepares journal entries re: in-service costs, etc.

  • Prepares and ensures accuracy of electronic Record of Employment (ROE) submissions.

  • Assists with the preparation of T4’s, T4A’s.

  • Processes course reimbursements for teaching staff.

  • Processes e-Serve timesheets for Continuing Education and Custodial/Maintenance personnel.

  • Performs calculations of pay-related changes for special circumstances, retro pays, prorated salaries, terminations, leaves of absence, experience level increases, FTE adjustments, etc.

  • Calculates, processes, and verifies OMERS and Teachers’ Pension Plan information to assist with the administration of the pension plans, responding to inquiries from employees and pension plan representatives.

  • Provides accurate data required for completion of annual reports.

  • Completes filing of all payroll and supporting documentation.

  • Answers questions from employees in a timely manner.

  • Performs other duties as required.

QUALIFICATIONS

Education

  • Two-year college diploma in Business or related program, or combination of education and experience suitable to the Board.

  • National Payroll Institute designation, preferred.

  • Willingness to enroll in related professional development.

Experience

  • Three (3) years’ previous experience in payroll or accounting area is essential.

  • Experience administering pension plans is essential.

  • Previous school board experience is considered an asset.

  • Previous experience with in-house payroll systems is considered an asset.

OTHER QUALIFICATIONS

  • High level of proficiency and accuracy in keyboarding and calculations in related computer applications (Outlook, Excel, Adobe PDF and Word) are essential.

  • Knowledge of various web-based applications, i.e. Service Canada, T.I.M., OMERS, e-access, etc.

  • Critical thinking, problem solving and analytical skills, as well as attention to detail required to ensure accuracy.

  • Exceptional time management and multi-tasking skills.

  • Ability to work in a team environment, contributing to organizational objectives and goals.

  • Demonstrated commitment to customer service excellence, pleasant and positive attitude.

  • Must be able to deal with all levels of staff, being tactful and diplomatic at all times.

  • Highly developed organizational skills to be able to set priorities and meet deadlines.

  • Must have excellent interpersonal and communication skills, demonstrate mature judgment and flexibility to adapt to changing priorities.

  • Must take initiative and work well under pressure of deadlines with minimal supervision.

  • Ability to maintain confidentiality at all times as the result of having access to personnel files, sensitive labour relations information, and confidential industrial relations matters.
