SUMMARY OF DUTIES Reporting to the Manager, HR Technology & Analytics, the Time & Attendance (T&A) Lead is the functional owner and subject matter expert (SME) for enterprise timekeeping within UKG Pro WFM. This role is responsible for defining and governing enterprise-wide Time & Attendance requirements. The T&A Lead is responsible for leading the design, configuration, and optimization of Time & Attendance processes, ensuring accurate time capture, payroll alignment, compliance with labour agreements, and high data integrity across systems. The T&A Lead works closely with stakeholders and system implementors to deliver a scalable and standardized workforce management solution. GENERAL DUTIES Serve as the primary SME for timekeeping, attendance, and workforce compliance. Lead the enterprise Time & Attendance design, ensuring alignment with operational and payroll practices. Define and govern T&A frameworks, consolidate, and prioritize requirements related to time capture, work rules, accruals, attendance, and other timekeeping elements across all business units. Ensure compliance with collective agreements, labour laws, and organizational policies. Lead functional design, configuration, and maintenance of UKG Pro WFM modules, including: Timekeeping, scheduling, and absence management. Pay rules, work rules, holiday calendars, and accrual policies. Translate business requirements into functional specifications and system configurations. Partner with Implementation Partner, IT, and other stakeholders to support configuration, integrations, and testing. Validate that the UKG Pro WFM solution accurately reflects collective agreements, labour laws, organizational policies and supports correct time calculations for payroll. Lead current-state assessments and design optimized future-state Time & Attendance processes. Drive process improvements to increase efficiency, compliance, and user experience. Ensure alignment between Time & Attendance, Payroll, HR, and Finance processes Collaborate with HR, Payroll, Operations, and union representatives to gather requirements and validate solutions. Facilitate workshops, design sessions, and decision-making forums. Act as a trusted advisor to business leaders on workforce management strategies and act as liaison between internal team and external vendors. Ensure high data integrity and quality across Time & Attendance and HR systems. Monitor data integrity and conduct audits to ensure accurate and compliant time and attendance data. Develop dashboards and reports using tools such as UKG Pro Analytics, OTBI, or Power BI. Analyse workforce data (attendance trends, overtime, compliance metrics) to provide actionable insights. Manage integrations between UKG Pro WFM and other enterprise systems. Support troubleshooting of inbound/outbound data flows and interfaces. Lead functional testing phases including SIT, UAT, and parallel payroll validation. Ensure system readiness for go-live and support post-implementation stabilization. Provide troubleshooting and escalation support for Time & Attendance issues and provide resolution guidance. Support Organizational Change Management (OCM) efforts and drive user adoption. Develop training materials and deliver end-user training sessions, as required. Promote best practices and drive adoption of T&A processes and tools Support establishing governance frameworks for ongoing system enhancements and releases. Monitor system performance, compliance, and adoption metrics. Identify opportunities for optimization and lead enhancement initiatives. Performs other duties as assigned which are directly related to the responsibilities of the position. QUALIFICATIONS University degree in Human Resources, Information Systems, Business Administration, or related field or equivalent combination of education and relevant experience. Considerable experience in Time & Attendance / Workforce Management systems. Hands-on experience implementing or supporting UKG Pro WFM (Dimensions or Workforce Central). Proven experience leading enterprise T&A implementations for large and complex organizations (3,000+ employees preferred). Experience in unionized or public sector environments is an asset. Experience working with HRIS/HCM systems (e.g., Oracle Fusion HCM). Deep knowledge and understanding of: Timekeeping, scheduling, attendance tracking. Pay rules, accruals, and compliance frameworks (overtime, union agreements). Workforce Management system configuration and integrations. Proven ability to translate business requirements into system configurations. High attention to detail and ability to manage complex requirements. Experienced working with various tools, technologies, and modules within Oracle Cloud HCM, PeopleSoft HCM, and UKG Pro WFM. Experienced troubleshooting inbound and outbound integrations and an understanding of APIs or batch processing. Proficient with Oracle OTBI, PeopleSoft Query, UKG Pro Analytics, or other HCM reporting solutions. Experience in working with common technologies such as relational databases (MS SQL preferred), query languages like T-SQL, networking, and web technologies. Experience in working with analytical tools like MS Fabric, and Power BI is preferred. Understanding of Software Development Lifecycle (SDLC), testing methodologies, and system implementations. Previous experience working with sensitive information and holds a high regard for confidentiality. Knowledge of legislation and standards relevant to the position – Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Employment Standards Act (ESA), Occupational Health and Safety Act (OHSA), and Accessibility for Ontarians with Disabilities Act AODA. Proven analytical and problem-solving abilities. Proactive and systematic troubleshooting abilities to investigate system issues and develop effective solutions. Able to break down complex problems and interpret large datasets to make sound, data-driven recommendations. Highly developed interpersonal skills with the ability to interact and communicate effectively at all organizational levels. Excellent writing and presentation skills, including the ability to analyse complex situations, distil issues, develop insights, and synthesize recommendations to present information in concise meaningful ways and in a non-technical manner. Has proven ability to build, manage and foster a team-oriented environment. Has the ability to develop, maintain, strengthen, and repair partnerships with others inside or outside of the organization to elicit cooperation. Excellent organizational, time management and multi-tasking skills. Works effectively under time pressure to meet deadlines, highly result driven, balance work priorities, and resolve problems in a timely manner. Strong project management skills, knowledge of change management concepts and strategies and ability to develop supporting tools and materials. Demonstrated experience in agile management or other related methods is considered an asset. WORK CONDITIONS Hybrid (Remote/Home & Workplace) telecommuting work model-based role. Must be able to sit/stand for prolonged periods of time using video-based technologies. HOURS: 35 per week
