As a Senior Development Consultant, you bring strategic insight and expertise to the planning, design, and delivery of high impact development initiatives. In this role, you operate at the intersection of strategy, governance, and planning execution aligning and advancing Director led priorities and deliver on service excellence commitments. You enable informed, data-driven decision-making and help shape solutions that are innovative, sustainable, and aligned with long-term organizational goals. Through your ability to influence, challenge, and guide, you lead complex initiatives, foster continuous improvement, and elevate the quality and consistency of project delivery. Primary responsibilities include:

  • Lead the development and advancement of strategic initiatives, leveraging system-driven data and insights to strengthen and evolve business strategies in alignment with Director priorities.
  • Provide senior-level consulting and advisory support to enhance portfolio- and program-level governance for infrastructure needs assessments.
  • Research, analyze, and apply leading industry practices to drive innovation and continuous improvement in project management and quality assurance.
  • Partner with cross-functional teams to provide strategic guidance on processes, practices, and methodologies that enable effective integration of Information Technology (IT) and Information Management (IM) initiatives, while supporting a culture of service excellence.\
  • Develop and implement performance measurement frameworks, including key metrics and reporting, to track progress, support decision-making, and demonstrate outcomes aligned with service excellence objectives.
  • Lead the evolution of the business unit¿s risk and issues management program, providing structure, guidance, and oversight to ensure risks and issues are proactively identified, assessed, escalated, and mitigated in support of business unit priorities.

Qualifications

  • A degree in Public Administration, Business, Accounting, Economics, Planning, Political Science, Engineering, Finance or a related discipline and at least 5 years of related experience in capital project development, developing project financial analysis, business case development, and agreement negotiations OR;
  • A Master's in Business Administration, Public Administration or a related discipline and at least 2 years of related experience in capital project development, developing project financial analysis, business case development, and agreement negotiation.
  • Exceptional communication and interpersonal skills with demonstrated consulting and negotiation skills and the ability to influence to build consensus.
  • Strong analytical and strategic thinking abilities, with sound judgement and proven decision-making skills.
  • Strategy development and infrastructure planning are considered an asset.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

  • Position Type: 1 Permanent & 1 Temporary (up to 24 months)
  • Compensation: Pay Grade 12 $48.54 - 64.88 per hour
  • Hours of work: Standard 35 hour work week.
  • Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
